On April 10, 2020, Immigration, Refugees and Citizenship Canada (IRCC) has clarified that foreign nationals will not be allowed to board a plane departing from any country except the USA if they don’t have the work permit or approval letter. This also applies to the residents of visa-exempt countries who usually can ask for a work permit at the border. Therefore, foreign nationals will not be able to apply for a work permit at the port of entry unless they enter Canada from the United States and allowed to do so under Order in Council 5.
