The NLPNP offers several streams through which applicants can apply for nomination:
Newfoundland and Labrador Express Entry Skilled Worker: This stream is linked with the federal Express Entry system. Candidates who meet the eligibility requirements for one of the federal economic immigration programs (Federal Skilled Worker Program, Federal Skilled Trades Program, Canadian Experience Class) and express their interest in Newfoundland and Labrador can be nominated through this stream. A nomination through this stream provides the candidate with 600 additional Comprehensive Ranking System (CRS) points, increasing their chances of receiving an Invitation to Apply (ITA) from Immigration, Refugees and Citizenship Canada (IRCC) in the next federal draw.
Skilled Worker: This stream is for individuals who have a full-time job offer from a Newfoundland and Labrador employer in an occupation that is classified as Skill Type 0 (management positions), Skill Level A (professional occupations), or Skill Level B (technical and trade occupations) of the National Occupational Classification (NOC) system.
International Graduate: This stream is for international graduates who have completed a minimum two-year program of study at a recognized post-secondary institution in Newfoundland and Labrador. The program must be full-time and lead to a diploma, degree, or certificate. The applicant must also have a full-time job offer from a Newfoundland and Labrador employer
International Entrepreneur: This stream is for individuals who wish to start or purchase a business in Newfoundland and Labrador. They must provide a business plan and demonstrate a minimum net worth and investment threshold, as well as meet other eligibility criteria.
International Graduate Entrepreneur: This stream is for international graduates who have completed a minimum two-year program of study at a recognized post-secondary institution in Newfoundland and Labrador and want to establish or purchase a business in the province. They must meet the eligibility criteria, including a minimum net worth and investment threshold.
In addition to these streams, the NLPNP introduced a new pathway called Priority Skills Newfoundland and Labrador in 2021. This pathway is aimed at attracting highly educated and skilled newcomers with specialized experience in sectors such as technology, where there is a growing demand that has outpaced local training and recruitment. The selection process for this pathway is based on an Expression of Interest (EOI) system, where candidates with high scores and significant interest from employers are invited to apply.
Once an applicant receives an invitation from the NLPNP, they must submit their application online. If they meet the eligibility criteria for the Express Entry Skilled Worker or Skilled Worker category, they will be issued a nomination certificate. This certificate can then be included in their application for Canadian permanent residence.
