Canada reopened borders for fully vaccinated international travellers
On September 7, 2021, Canada reopened state borders for international travellers arriving in Canada by air. Al international travellers still have to meet specific entry requirements and had received the full dose of one of the four vaccines approved by Health Canada at least 14 days prior to entering Canada. All travellers have to submit their travel information on ArriveCAN. Although these fully vaccinated travellers are not required to quarantine upon arrival to Canada, they still must provide a quarantine plan. In order to be granted entry to Canada, foreign nationals must possess a valid temporary resident visa (TRV) or electronic travel authorization (eTA) if they are from the visa-exempt country.

MPNP issued 602 invitations to apply for the nomination of Manitoba
On September 2, 2021, Manitoba conducted a new draw in the Manitoba Provincial Nominee Program (MPNP). In round #125, Manitoba invited 463 candidates in the Skilled Workers in Manitoba stream. The lowest score of those who received a Letter of Advice to Apply (LAA) was 445, 9 points fewer compared to draw #124. As for the Skilled Workers Overseas Stream, the province invited 84 individuals, and the lowest score to get the LAA was 698, 21 points fewer than in the previous round. In addition, MPNP invited 55 candidates in the International Education Category. Of those 602 invited in this round, 101 candidates had valid Express Entry profiles. In 2021, Manitoba already invited 7,391 individuals under the MPNP, including 3,407 Express Entry candidates.

Canada issued 927 invitations under the International Experience Canada
Over the last week, the Immigration, Refugees and Citizenship Canada (IRCC) held new draws in the pools of the International Experience Canada (IEC) program. From August 30 to September 5, Canada invited 927 young foreigners to apply for an IEC open work permit. As of September 3, there are 22,741 candidates registered in the pool, waiting for the invitation. In this round, there were 67 ITAs for Australia, 7 ITAs for Belgium, 2 ITAs for Chile, 2 ITAs for Croatia, 11 ITAs for the Czech Republic, 12 ITAs for Denmark, 1 ITA for Estonia, 234 ITAs for France, 64 ITAs for Germany, 2 ITAs for Greece, 16 ITAs for Hong Kong, 93 ITAs for Ireland, 5 ITAs for Italy, 38 ITAs for Japan, 77 ITAs for South Korea, 8 ITAs for Latvia, 17 ITAs for Lithuania, 10 ITAs for the Netherlands, 7 ITAs for New Zealand, 68 ITAs for Poland, 4 ITAs for Portugal, 8 ITAs for Slovakia, 23 ITAs for Spain, 5 ITAs for Sweden, 4 ITAs for Switzerland, 25 ITAs for Taiwan, and 117 ITAs for the United Kingdom. In total, Canada issued 18,358 ITAs under the IEC in 2021.

Ottawa introduced facilitative measures for Afghanistan
On September 3, 2021, the Government of Canada updated processing instructions for Afghan nationals. Besides family class applications, protected persons in Canada and their dependents overseas as well as dependents of resettled Afghan refugees, applications of the Temporary Public Policy for Afghan nationals in Canada and outside Canada (effective from August 25, 2021, to February 28th, 2022) will also benefit from priority processing given the quickly evolving situation. Permanent residence (PR) applications of protected persons and Afghan citizens where the family members are currently residing outside of Canada will be prioritized.

More than 3,000 Afghans arrived in Canada
On September 3, 2021, Marco Mendicino, Minister of Immigration, Refugees and Citizenship (IRCC), and Marc Garneau, Minister of Foreign Affairs, issued a statement providing statistical numbers about Afghan refugees. ‘Canada evacuated over 3,700 people from Afghanistan. More than 3,000 evacuees have now arrived in Canada, which includes more than 900 passengers who arrived on four flights since Sunday, August 29’. The Minister also clarified that there are 470 Canadian citizens as well as about 260 permanent residents and their 500 family members who currently remain in Afghanistan. Afghan evacuees were resettled in 20 communities in British Columbia, Alberta, Manitoba, Ontario, New Brunswick, and Prince Edward Island.
