Canada modified immigration legislation on Express Entry

On September 8, 2023, Canada amended section 11.2 of the Immigration and Refugee Protection Act (IRPA) to implement the recent changes in the Express Entry and introduction of the category-based selection rounds. IRCC has also added instructions to clarify the assessment Comprehensive Ranking System (CRS) points, particularly about education and certificate of qualification for principal applicants invited by virtue of their membership in one of the categories. In addition to Minimal Entry Criteria (MEC) and CRS score, in the category-based draws, officers will also verify the applicant’s eligibility to be a category member.

Canada’s Parents and Grandparents Program will reopen in October

Canada is committed to helping families reunite through the Parents and Grandparents Program (PGP). Immigration, Refugees and Citizenship Canada (IRCC) will accept up to 15,000 sponsorship applications this year and will send invitations to apply to 24,200 interested potential sponsors starting on October 10, 2023. Due to the number of remaining PGP applications from previous years, IRCC will randomly select potential sponsors from the 2020 pool. Those not invited may consider applying for a super visa, which allows visits of up to 5 years at a time and can be extended for up to 2 years.

Manitoba invited 558 candidates through the MPNP

On September 7, 2023, Manitoba held a new invitation round in the Manitoba Provincial Nominee Program (MPNP). In round #193, the MPNP held a new occupation-specific candidate selection under the Skilled Workers in Manitoba (SWM) stream and invited 230 applicants who scored 595 points and above. Manitoba also issued 236 LAAs in the regular SWM draw. The minimum score for the LAA in this category was 640 points, 6 points fewer than the previous draw. In the Skilled Workers Overseas stream, MPNP issued 40 LAAs to candidates invited under the Strategic Recruitment Initiative. The lowest score in the SWO category was 724 points, the same as in the previous draw. In addition, 52 invitations were issued in the International Education Stream. Manitoba has issued LAAs to 558 candidates, including 158 Express Entry candidates for this round. In 2023, MPNP invited 11,169 candidates, and 2,972 of them received invitations in the Express Entry.

It is Welcoming Week 2023 in Canada

On September 8, 2023, Marc Miller, Minister of Immigration, Refugees and Citizenship Canada (IRCC), stated that Canada welcomes more and more newcomers and celebrates inclusivity. Immigrants are an essential part of Canada’s cultural and economic fabric, contributing to innovation, filling labour market needs, and creating jobs. Canada will celebrate Welcoming Week 2023, a global initiative promoting community diversity and connections, until September 17, 2023. The Minister encouraged all Canadians to share their community’s successes on social media using #WelcomingWeek2023 to inspire others to be more welcoming.

Quebec invited new candidates in the new Arrima draw

On September 8, 2023, the Quebec Ministry of Immigration (MIFI) published the results of the 51st invitation round in Quebec’s online system Arrima. On August 24, 2023, MIFI invited 1,000 candidates to apply for a Quebec Selection Certificate under the Quebec Skilled Worker Program. Candidates invited in this round had a minimum score of 584, at least level 7 oral proficiency in French, and a valid job offer outside the territory of the Montreal Metropolitan Community. This year, MIFI invited 12,308 candidates through the regular Arrima draws. Since the launch of Arrima in July 2019, the Government of Quebec invited 25,625 foreign nationals in 51 draws to apply for immigration to Quebec.
