OINP invited 486 candidates in the Human Capital Priorities Stream
On October 6, 2021, the Ontario Immigrant Nominee Program (OINP) conducted a new round of invitations in Ontario’s Express Entry Human Capital Priorities Stream. In this draw, OINP issued 486 targeted Notifications of Interest (NOIs) to candidates who possess work experience in one of the in-demand occupations. The CRS Express Entry score range of those candidates was 463-467 points. All invited candidates work in one of the eighteen following occupations:
- NOC 0114 – Other administrative services managers
- NOC 0122 – Banking, credit and other investment managers
- NOC 0124 – Advertising, marketing and public relations managers
- NOC 0125 – Other business services managers
- NOC 0211 – Engineering managers
- NOC 0311 – Managers in health care
- NOC 0601 – Corporate sales managers
- NOC 0631 – Restaurant and food service managers
- NOC 0711 – Construction managers
- NOC 0731 – Managers in transportation
- NOC 0911 – Manufacturing managers
- NOC 1121 – Human resources professionals
- NOC 1122 – Professional occupations in business management consulting
- NOC 2161 – Mathematicians, statisticians and actuaries
- NOC 3012 – Registered nurses and registered psychiatric nurses
- NOC 3211 – Medical laboratory technologists
- NOC 3231 – Opticians
- NOC 3233 – Licensed practical nurses
In total, Ontario invited 12,601 candidates through the OINP in 2021. Last year, Ontario invited 16,976 candidates, and among them, 6,716 received invitations under the Human Capital Priorities Stream.

Ontario invited 162 French-Speaking Skilled Workers
On October 7, 2021, the Ontario Immigration Nominee Program (OINP) conducted a new draw in the French-Speaking Skilled Worker Stream (FSSW). In this round, the province issued 162 Notifications of Interest (NOI). The Express Entry score range of invited candidates in this intake was between 459 and 467 points. The Express Entry profiles of those candidates were created between October 7, 2020 and October 7, 2021. OINP already invited 651 Francophone candidates to apply for the nomination of Ontario this year.

The Government of Ontario proposed regulatory amendments
On October 7, 2021, the Government of Ontario proposed amendments to Ontario Regulation 422/17 (General) that directly impact the Ontario Immigrant Nominee Program’s (OINP) Employer Job Offer: In-Demand Skills (EJO IDS) stream. According to the proposed regulations, employers seeking approval of a NOC 7511 (Transport truck drivers) employment position under the Employer Job Offer: In-Demand Skills stream will have to be registered with Ontario’s Commercial Vehicle Operator’s Registration (CVOR) system, and have a Carrier Safety Rating (CSR) of Excellent, Satisfactory or Satisfactory-Unaudited. The Government will also check employers’ business ties to the province since they will be required to have their vehicles plated in Ontario. The new amendments are posted on Ontario’s Regulatory Registry for public consultation which ends on November 21, 2021.

Saskatchewan updated application processing times in the SINP
On October 7, 2021, Saskatchewan has updated the Saskatchewan Immigrant Nominee Program (SINP) processing times. The new data is based on average times from July 1 to September 30, 2021. In the International Skilled Worker category, the processing time in the Employment Offer stream is 3 weeks, the Express Entry Stream is processed in 37 weeks and the Occupation In-Demand Stream in 36 weeks. In the Saskatchewan Experience category, the processing time in the Existing Work Permit Stream and International Students Stream is 1 week; the Truck Drivers Stream is processed in 3 weeks, and the processing times for the Health Professionals Stream and Hospitality Workers Stream were not provided. In the Entrepreneur and Farm category, the processing time for the Entrepreneurs Nominations is 4 weeks, while the processing time for the Farmers Stream is 5 weeks. The Job Approval Process, the authorization for an employer to hire a foreign worker through the SINP, takes 7 weeks. The processing times show the average time for 80% of applications to be processed within the last quarter.

Students will be able to take IELTS Online starting 2022
The International English Language Testing System (IELTS) will launch IELTS Online, a flexible and secure at-home language test, starting from early 2022. Students will be able to take only IELTS Academic, the English-language test for higher education that has the same content as IELTS paper and computer versions covering listening, reading, writing, and speaking. The speaking test will be via an online video call with a human examiner. For IELTS General, individuals still have to go to an authorized IELTS test centre.
