Canada invited 4,750 candidates under the new Express Entry draw

On October 26, 2022, Immigration, Refugees and Citizenship Canada (IRCC) issued 4,750 Invitations to Apply (ITA) to candidates under Express Entry. In this round of invitations, IRCC continued inviting candidates under all immigration programs. In round #234, the cut-off score finally dropped below 500 points and was 496 points, 4 points fewer compared to the previous draw. The tie-breaking rule for this round was May 9, 2022, at 09:04:20 UTC. As of October 24, 2022, there are 234,981 profiles registered in the Express Entry pool, 139 fewer compared to the previous update. In 2022, Canada issued 37,038 ITAs through Express Entry.

Canada has the largest immigrant share of the population in over 150 years

On October 26, 2022, Statistics Canada published the sixth round of the Census data report, announcing that immigrants made up almost a fourth of the Canadian population, which is the largest share in over 150 years. Statistics show that as of 2021, 8.3 million people in Canada were landed immigrants or permanent residents, which is about 23% of the population. This number has increased since Confederation and is currently the highest among all G7 countries. As the Canadian population ages and fertility levels are below the population replacement level, immigration becomes Canada’s primary driver for population growth.

Indian students to change Canada’s educational demographic

More and more international students are coming to study in Canada, most hailing from India. In Canada, the demand for post-college credential programs (PCCs) has skyrocketed in recent years. According to Statistics Canada’s report, PCCs made up 6% of all graduations in 2014. But that number had jumped to over 13% by 2019. The popularity of PCCs has grown in recent years due to the increase in international students at colleges. In 2019, 67% of PCC graduates were international students, with 53% coming from India.

ESDC updated processing times for LMIA applications

Employment and Social Development Canada (ESDC) has updated the processing times for the Labour Market Impact Assessment (LMIA) applications under various streams. Based on statistics from all processing centres, the current average LMIA processing times decreased for high-wage and low-wage streams:

  • Global Talent Stream – 9 business days (+ 1 day)
  • Agricultural stream – 15 business days (+ 1 day)
  • Seasonal Agricultural Worker Program – 5 business days (+1 day)
  • Permanent residence stream – 22 business days (no change)
  • In-home caregivers – 27 business days (+3 days)
  • High-wage stream – 34 business days (-17 days)
  • Low-wage stream – 37 business days (-4 days)
