Canada launched a new permanent residency program for Ukrainian nationals

On October 23, 2023, the Government of Canada launched a new permanent residency program for Ukrainian nationals with family members in Canada. The deadline to apply is October 22, 2024. To qualify, Ukrainian nationals must be in Canada with temporary resident status and have a Canadian citizen or permanent resident family member. Family members can live in or outside Canada, and permanent resident visas will be issued to those residing outside Canada. Since March 2022, over 185,000 Ukrainians have found temporary safe haven in Canada through the Canada-Ukraine Authorization for Emergency Travel (CUAET). The overseas application intake under CUAET closed on July 15, 2023.

Saskatchewan invited skilled candidates under the two SINP categories

On October 23, 2023, Saskatchewan conducted new rounds of invitations in the Saskatchewan Immigrant Nominee Program (SINP). In the Express Entry category, Saskatchewan issued 59 ITAs. Another 40 invitations were issued to the Occupations In-Demand category candidates. The lowest score in both categories was 84, 15 points more than in the previous draws. All invited candidates had Educational Credential Assessments. In these draws, Saskatchewan invited 99 candidates under 26 different NOCs. In 2023, Saskatchewan invited 5,497 skilled immigrants and entrepreneurs under the SINP.

Canada should match labour market demands with the skills and qualifications of newcomers

Despite Canada’s efforts to align labour market needs with economic migration, newcomers struggle to succeed in the job market. Employment and Social Development Canada report shows that university-educated immigrants are overrepresented in low- and medium-skill sectors and underrepresented in high-skilled jobs. If adjustments are not made in education and employer and cultural attitudes towards newcomers, there is a risk of repeating these patterns. Currently, about half of the newcomers are economic migrants, and the goal is to increase this to 60% by 2025.

More Hong Kong nationals arrive in Canada as IRCC eases requirements

Since Canada removed the educational requirements for the work experience stream of the permanent residence pathway designed for Hong Kongers, applications have significantly increased. There was a 70% surge in applications in August alone compared to July. This change has been viewed as a positive step towards inclusivity and seizing opportunities. Canada now acknowledges the skills and potential of Hong Kong’s talented individuals and aims to address labour gaps with experienced workers. This change was made in response to the crackdown on pro-democracy protesters in Hong Kong. Canada introduced two new pathways to permanent residence, one for graduates who studied in Canada and another for individuals with Canadian work experience.
