Canada updated instructions for work permits under the International Mobility Program
On November 17, 2022, the Government of Canada updated instructions for labour market impact assessment (LMIA) exempt work permits issued under the Federal-Provincial Agreements – International Mobility Program. According to the new changes, the work permit duration for provincial nominee program (PNP) candidates has been extended from 2 to 3 years. This extension aims to reduce the burden on workers, employers, and processing officers. The government also made changes to the IMP web pages, making the landing pages more readable.

Students are more enthusiastic to study abroad than ever
In the October 2022 edition of ApplyBoard’s Pulse Survey, a shocking 83% of recruitment professionals surveyed indicated they had seen an increase in international student applications over the previous three months. Out of that group, a full 53% reported seeing a significant spike. The international student market is booming, with destination markets seeing an influx of applications. In 2021, the Canadian government processed a record 550,000 new study permit applications, surpassing 2019’s 425,000. And 2022 is on track to exceed that by processing more than 450,000 through August alone. Despite Canada’s immigration backlog, in 2022, average study permit processing times hovered between 11 and 13 weeks after falling as low as 7 weeks last year.

OINP updated the list of targeted NOC codes for tech draws
After implementing the new National Occupational Classification 2021, the Government of Ontario published a new list of targeted NOC codes for the tech draws held under the Human Capital Priority Stream of the Ontario Immigrant Nominee Program (OINP). The new list of tech occupations is as follows:
- NOC 21211 Data Scientists
- NOC 21231 Software engineers and designers
- NOC 21230 Computer systems developers and programmers
- NOC 21232 Software developers and programmers
- NOC 21234 Web developers and programmers
- NOC 21233 Web designers
- NOC 21233 Database analysts and data administrators
- NOC 20012 Computer and information systems managers
- NOC 21311 Computer engineers (except software engineers and designers)
To be eligible for nomination, all candidates must possess work experience in one of the eligible NOC codes. This year, the OINP invited 20,025 candidates under all immigration programs.

Quebec’s immigration programs will gradually switch to NOC 2021
Quebec’s economic immigration programs will adopt the NOC 2021 gradually. The province will continue to process applications for permanent selection under the Regular Skilled Worker Program, the Quebec experience program (PEQ), and the Permanent Immigration Pilot Program based on the NOC 2016 until 2024 – when the province plans to implement the NOC 2021 fully. However, the Temporary Foreign Worker Program (TFWP) has already applied the NOC 2021. Employers applying for the TFWP must submit their Labour Market Impact Assessment (LMIA) application using the new NOC 2021.
