Sixteen new occupations are now eligible for Express Entry

On November 16, 2022, the Government of Canada expanded pathways to permanent residence in Canada for sixteen in-demand occupations. Nurse aides, long-term care aides, hospital attendants, elementary and secondary school teacher assistants, and transport truck drivers are only a few of the 16 new occupations that became eligible under Express Entry. The announcement of the new eligible occupations was made after the implementation of the National Occupational Classification (NOC) 2021, which allows Canada to bring in foreign workers in high-demand sectors like health care, construction, and transportation.

IRCC implemented the NOC 2021 for immigration programs under Express Entry

On November 16, 2022, Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada (IRCC), announced the implementation of the National Occupational Classification (NOC) 2021 for immigration programs processed under the Express Entry system. The NOC 2016 system will be eliminated and replaced by a 6-category structure that takes into account the training, education, experience and responsibilities (TEER) needed to work in an occupation. The updates to the NOC system will help expand pathways to permanent residency for temporary workers and international students as more jobs become available through programs managed under Express Entry.

Ottawa updated instructions regarding the letter of acceptance exemptions for study permit applications

On November 14, 2022, the Government of Canada updated the program delivery instructions regarding the letter of acceptance exemptions for study permit applications. Effective immediately, family members of foreign nationals who apply for a work or study permit from within Canada are not exempt from the requirement to acquire a letter of acceptance and must provide the document to be eligible to work or study in Canada. However, no letter of acceptance is needed if the application for a work or study permit of the accompanying family member of a foreign national is approved in writing before the foreign national enters Canada.

British Columbia introduced major changes to the BCPNP

On November 16, 2022, the provincial government of British Columbia announced the most significant changes to the British Columbia Provincial Nominee Program’s (BC PNP) Skills Immigration stream. According to the amendments, the maximum points for human capital factors have been increased, and points for NOC skill level have been removed. In addition, the province expanded eligibility for the Economic Mobility Pathways Pilot (EMPP) to any skilled occupation in the regions and introduced more points for candidates working or studying outside the Metro Vancouver Regional District.

Ontario announced changes to the program requirements and scoring factors in the OINP

With the implementation of the new TEER-based NOC system, the Ministry of Labour, Immigration, Training and Skills Development of Ontario implemented amendments to Ontario Regulation 422/17 (General). The OINP has updated requirements in several streams as well as changed some scoring factors. In the Employer Job Offer International Students Stream, applicants will have to show certificates of at least one year of study. In the Employer Job Offer Foreign Worker stream, candidates will have to reach CLB level 5 to be eligible. Points for Canadian work experience will be awarded for at least 6 months of work in a job offer position. Allocation of points for various fields will also change with an emphasis on STEM and Health fields getting the most points. OINP also introduced new regionalization, dividing Ontario into four zones: Northern Ontario, Outside GTA, GTA, and Toronto. Points for NOC type and wage range also have changed.
