Ottawa issued more invitations under the new all-program Express Entry draw
On March 29, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued another 7,000 Invitations to Apply (ITA) to candidates under Express Entry. In this draw, IRCC continued inviting candidates under all immigration programs. In round #245, the cut-off score was 481 points, three points fewer than in the previous all-program draw. It was the lowest all-program CRS score since December 2020. The tie-breaking rule for this round was February 14, 2023, at 07:35:00 UTC. As of March 29, 2023, there are 234,947 profiles registered in the Express Entry pool, 5,199 fewer than the previous update. In 2023, Canada issued 37,559 ITAs through Express Entry.

Canada updated the biometrics requirement for Ukrainian nationals
Starting February 23, 2023, the Government of Canada began requiring biometrics results from Ukrainian nationals applying for temporary residence from inside Canada. As of March 31, 2023, Immigration, Refugees and Citizenship Canada (IRCC) will not automatically extend the deadline for Ukrainian nationals’ biometrics. Applicants who received a biometric instruction letter before March 31, 2023, must provide their biometrics as soon as possible to process their applications. Ukrainian nationals and their family members need to give their biometrics to travel to Canada if they have yet to provide them in the past or if biometrics are required.

Sudbury considered 27 applications under the RNIP
On March 29, 2023, the City of Greater Sudbury held a new round of invitations in the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 27 candidates. The lowest score of these draws was 270 points, 25 points more than in the previous draw. Five of these candidates were drawn through the Francophone Stream. Last year, in total, 154 applicants were invited. Sudbury has recommended at least 276 individuals under the RNIP since the program’s launch. So far, the city has considered 76 candidates in 2023.

Quebec to suspend the Investor program until January 2024
On March 29, 2023, the Ministere de l’Immigration, de la Francisation et de l’Integration (MIFI) announced the suspension of investor applications from April 1, 2023, to January 1, 2024. The Investor Program will be revised to align it with other economic immigration programs. Quebec wants to establish a system that meets the province’s needs economically and the government’s goals regarding immigrant integration and francization. Applications already submitted will still be assessed during this period, so those waiting for application processing will not face delays.
