Canada extended support for Ukrainian nationals

On March 22, 2023, the Government of Canada announced that Immigration, Refugees and Citizenship Canada (IRCC) extended the Canada-Ukraine Authorization for Emergency Travel (CUAET) to allow more Ukrainian nationals to come to Canada. Ukrainians and their accompanying family members will be able to apply for a CUAET visa free of charge until July 15, 2023, and arrive in Canada until March 31, 2024. All CUAET holders already in Canada have until March 31, 2024, to adjust or extend their temporary status for free through these measures.

Canada saw a two-fold increase in temporary resident visas in 2022

New statistics from Immigration, Refugees and Citizenship Canada (IRCC) show that the number of foreign nationals in Canada with temporary resident visas more than doubled last year. In 2022, Canada’s immigration department issued over 3.1 million temporary resident visas – a remarkable 101.5% increase from the 1,544,867 visas granted in 2021. Following Russia’s onslaught on Ukraine in February 2022, Ottawa implemented special measures to help Ukrainians escape their war-torn country and find a haven in Canada. Consequently, this resulted in a considerable upsurge in temporary residents, with nearly half being Ukrainian citizens fleeing violence.

Canadian provinces to accept more immigrants under the PNPs

Canada expects to accept more newcomers through provincial nominee programs (PNPs) in the coming years. This year, Canada provided provinces with multi-year allocation plans for the first time. The plan includes an unprecedented 44 percent growth in PNP allocations for 2023 and offers potential numbers for 2024 and 2025. Despite the Federal Government’s decision not to release the Multi-Year Allocation Plan publicly, many provinces have taken matters into their own hands and made these allocations available on their websites. Alberta, Manitoba, Saskatchewan, and Alberta have already provided their PNP allocations for the following years.

Quebec issued 619 invitations under the new Arrima draw

On March 22, 2023, the Quebec Ministry of Immigration (MIFI) published the results of the 43rd invitation round in Quebec’s online system Arrima. On March 16, 2023, MIFI invited 619 candidates to apply for a Quebec Selection Certificate under the Quebec Skilled Worker Program. Candidates invited in this round had a minimum score of 578 and a valid job offer outside the territory of the Montreal Metropolitan Community. In this draw, Quebec invited candidates with work experience in 28 National Occupational Classification (NOCs). This year, MIFI issued 3,658 invitations. Since the launch of Arrima in July 2019, the Government of Quebec invited 16,975 foreign nationals in 43 draws to apply for immigration to Quebec.
