Canada issued 4,500 ITAs in the Express Entry draw for CEC candidates
On July 22, 2021, the Immigration, Refugees and Citizenship Canada (IRCC) conducted a new Express Entry draw. In program-specific draw #198, Canada issued 4,500 Invitations to Apply for permanent residence in Canada in the Canadian Experience Class (CEC) Program. The lowest score was 357 points, 12 points less than in the previous program-specific draw. The tie-breaking rule for this round was February 14, 2021 at 09:04:15 UTC. In 2021, Canada already issued 98,804 invitations to apply in 28 draws of Express Entry.

Ottawa updated guidelines on incomplete applications
On July 22, 2021, the Government of Canada updated on incomplete applications. The instructions provide clarification around how to handle incomplete permanent residence applications made under several economic programs and classes. These programs are Non-Express Entry Provincial Nominee Program (PNP), Start-up business class, Self-employed persons class, Atlantic Immigration Pilot Program (AIPP), and Rural and Northern Immigration Pilot (RNIP) Program. Before the instructions applied only to Non-Express Entry applications submitted under the self-employed persons class and the Agri-Food Pilot (AFP) Program.

Quebec requires knowledge of French from spouses of applicants
On July 22, 2021, the Government of Quebec implemented new requirements for spouses of applicants of the Quebec experience program. Starting July 22, 2021, the new rule came into effect and requires de facto spouses or spouses of applicants applying for permanent selection under the Quebec experience program to demonstrate minimum proficiency in spoken French, corresponding to Level 4 or its equivalent. The province also provided a transitional period of one year to let spouses of applicants have enough time to continue learning French. These instructions are not applicable to the spouses of foreign temporary workers who held a valid work permit on July 21, 2020, as well as the spouses of Quebec graduates who completed a study program on December 31, 2020.

Thunder Bay issued 52 new community recommendations under the RNIP
Thunder Bay, ON, released new results of the issuance of the community recommendations in the Rural and Northern Immigration Pilot (RNIP). In this round, the city recommended 4 candidates in the NOC 0, 2 candidates in the NOC A, 36 candidates in the NOC B, 7 candidates in the NOC C, and 3 candidates in the NOC D. Among them, the Community Economic Development Commission (CEDC) of Thunder Bay recommended 8 Cooks (NOC 6322), 3 Chefs (NOC 6321), 3 Cleaners (NOC 673 minor category) and 2 Security Guards (NOC 6541). The city also issued 4 recommendations for ‘Any Sector’ occupations for Thunder Bay residents only. Those candidates now can move forward to the federal stage of permanent residence application.
