Manitoba held Ukraine draw #9
On December 29, 2022, the Government of Manitoba held the ninth draw for Ukrainian candidates. In this draw, the province invited 16 candidates through the Manitoba Provincial Nominee Program (MPNP). To be eligible, applicants must be Ukrainian citizens, have a minimum of CLB 4 in each language band, have connections to the province (close relative, family-like, community, previous employment or studies in Manitoba), and score at least 60 points, and possess a valid language test in one of the official languages. In total, the province invited 181 Ukrainian nationals. In 2022, MPNP issued invitations to 7,371 applicants, including 1,943 Express Entry candidates.

Canada to implement updated immigration appeal regulations in January 2023
Starting on January 14, 2023, the Immigration Appeal Division (IAD) will launch new regulations to replace the old rules established in 2002. The new regulations reflect key changes to immigration appeals, including the time limit for submitting an appeal record and disclosing papers supporting an immigration appeal. Introducing these new immigration appeals regulations is intended to modernize the appeal process and guarantee that the IAD handles all matters fairly, justly, and in compliance with existing legislation.

2022 was a unique year for Canada’s Express Entry immigration system
The all-program draws were on pause for the opening six months of 2022 and then resumed for five more months until a technical issue caused them to be suspended once again. Only late 2022 showed signs of the Immigration, Refugees and Citizenship Canada’s (IRCC) application backlog being reduced significantly. After seven years of steady growth since the system’s inception in 2015, this was the first year that saw a complete halt. That being said, it is only provisional as record immigration levels have been forecasted for the coming three years and are expected to increase to 500,000 annually by 2025. Consequently, Express Entry will likely come back with greater vigour in 2023 when Canada attempts to battle its constant labour shortages.

Bank of Canada governor calls on the Government of Canada to boost immigration
Bank of Canada governor Tiff Macklem called for an increase in immigration to compensate for the labour shortage that has caused many job vacancies across the country. At a Conference on Diversity, Equity and Inclusion in Economics, Finance and Central Banking in Ottawa, he warned against further interest rate hikes unless more workers could be found. He pointed out that due to the persistent labour shortage, businesses have been unable to meet consumer demands. With job vacancies at an all-time high and companies citing a widespread lack of personnel, it is evident that the Canadian economy has reached overheating levels. As production struggles to keep up with insatiable customer demand, prices are bound to increase accordingly.
