IRCC released the Express Entry Year-End Report 2020
On December 13, 2021, Immigration, Refugees and Citizenship Canada (IRCC) released the Express Entry Year-End Report 2020, analyzing the new immigration trends in the country in 2020 and explaining how the pandemic affected Canada’s main immigration application system – Express Entry (EE). IRCC quickly adapted the EE system to new conditions presented by COVID-19. In 2020, the Government increased the period of an invitation to apply (ITA) for permanent residence (PR) and targeted Canadian Experience Class (CEC) and Provincial Nominee Program (PNP) candidates. 2020 was also the most ITA-issued year despite the severe and prolonged impacts of the pandemic.

The Government of Canada advises Canadians to avoid non-essential international travel
The Government of Canada advised Canadians not to travel for non-essential travel. At a press conference, Health Minister Jean-Yves Duclos alongside other federal ministers announced that the government was planning to continue to increase testing passengers at the borders. The Minister said that as the number of Omicron cases increases, the Government gets more “concerned that Canadians will be stranded abroad because of the rapidly evolving measures that other countries may put in place, and also because of the significant risk of catching this variant, this virus while travelling abroad.”

IRCC released an update for Home Child Care Provider Pilot and Home Support Worker Pilot
On December 21, 2021, Immigration, Refugees and Citizenship Canada (IRCC) published a program delivery update in the Home Child Care Provider Pilot and Home Support Worker Pilot. The update clarifies the instructions putting an application into the process, Processing time, Language skills must be demonstrated in one evaluation, Pathways now identified as Category A & B. In addition, IRCC released additional instructions for proof of work experience in regards to the issuance of the occupation-restricted open work permit

Will Ontario be able to meet the ambitious goal to accept 100 immigrant entrepreneurs?
Last week, Ontario Labour Minister Monte McNaughton announced the plans of the Ontario Government to accept 100 immigrant entrepreneurs in the next two years through the existing Entrepreneur Stream of the Ontario Immigrant Nominee Program (OINP). Foreign entrepreneurs have to invest a minimum of $200,000 and start a new business or purchase an existing one in the province’s economy. McNaughton emphasized that the province wants those Entrepreneurs outside the Greater Toronto Area (GTA). Moreover, Ontario has allocated $6 million to fund the initiative, hoping to get in return at least $20 million in business investment. At the same time, in 2019 no entrepreneurs were nominated by the OINP and in 2020, only 1 nominee. Entrepreneurs face a complicated and long process under OINP. They first need to run a business for 12-20 months, to meet the program requirement, then apply for a nomination, and if nominated apply for PR with the federal government. Such a long process may scare Entrepreneurs who may turn to other options.
