More Afghan refugees arrived in Canada

On August 23, 2023, the Government of Canada made an update regarding the Afghan refugees arriving in the country. The last update shows Canada has accepted 160 Afghan refugees since August 15, 2023. As of now, Canada has welcomed a total of 36,690 Afghan refugees. Canada received 19,545 Afghans and their families’ applications under the Special Immigration Measures Program for Afghans who had assisted the Government of Canada in Afghanistan. 11,380 Afghans arrived in Canada under that program, and 19,040 Afghan nationals came under the Humanitarian program. In addition, Canada admitted 2,285 applicants under the pathway for extended family members of former interpreters.

Ottawa provided clarification for temporary residence permit applications

On August 23, 2023, the Government of Canada announced program delivery instructions for temporary residence permits (TRP) made within Canada. The update clarifies that the TRP fee exemption under paragraph 298(2)(a) of the Immigration and Refugee Protection Regulations (IRPR) does not apply to temporary resident permit applications made within Canada when submitting a work or a study permit application. Moreover, the Government updated the one-time fee exemption for TRPs issued to foreign nationals who are inadmissible to Canada on criminality grounds.

IRCC is calling on foreign nationals from outside Canada to apply online for temporary resident visas and permits

On August 23, 2023, Immigration, Refugees and Citizenship Canada (IRCC) extended the ministerial instructions, clarifying that foreign nationals outside Canada applying for temporary resident or transit visas and work or study permits must submit their application online unless an exception applies. These instructions were initially introduced as a temporary measure in response to COVID-19 restrictions but have now been integrated into the regular program delivery instructions. The instructions use specific language and wording to clearly communicate the obligation to apply online. Those unable to apply online due to a disability or requiring special accommodation for electronic means can still apply on paper.

The Federal Government may consider placing a limit on the number of study permits

The Federal Government of Canada may reconsider capping the number of international students to enter the country, as it has caused “explosive growth” in rental markets and costs. Housing and Infrastructure Minister Sean Fraser said that the study permit program is a temporary resident program, unlike permanent resident immigration programs, and is driven by demand. This program’s growth is happening in concentrated regions of Canada, putting significant pressure on the job market and even more so on the housing market. Fraser suggests that the Federal Government should consider capping the number of international students allowed to enter Canada annually.
