Canada invited two thousand candidates in the new all-program Express Entry draw
On August 1, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 2,000 Invitations to Apply (ITA) to candidates under Express Entry. In this draw, IRCC invited candidates under all immigration programs. In round #259, the cut-off score was 517 points, 12 points more than in the previous all-program draw. The tie-breaking rule for this round was June 30, 2023, at 11:45:05 UTC. As of August 1, 2023, there are 211,529 profiles registered in the Express Entry pool, 2,266 more than in the previous update. In 2023, Canada issued 71,148 ITAs through the Express Entry draws.

Canada will hold occupation-specific Express Entry draws focusing on skilled trades occupations
On August 1, 2023, Marc Miller, the new Minister of Immigration, Refugees and Citizenship Canada (IRCC), announced the first occupation-specific Express Entry draws for professionals working in skilled trades occupations. Starting this week, Express Entry will also focus on candidates with trades expertise in plumbing, carpentry, and welding, attracting skilled talent to Canada’s construction sector. The selection rounds will continue throughout the year, alongside general invitations. The Government of Canada changed the Immigration and Refugee Protection Act in June 2022 to allow for the selection of immigrants based on key attributes that support economic priorities. On May 31, 2023, Sean Fraser announced the launch of a category-based selection to welcome skilled newcomers with work experience in priority jobs as permanent residents.

BC invited around ten business candidates through the entrepreneur draws
On August 1, 2023, British Columbia held new draws for business candidates in the British Columbia Provincial Nominee Program (BCPNP). BCPNP invited up to five candidates in the Base Category of the Entrepreneur Stream. The lowest score of this round was 117 points, two points fewer than it was in the previous draw. In addition, the province invited fewer than five candidates in the Entrepreneur Immigration – Regional Pilot category with a minimum score of 123. The maximum points in the Entrepreneur Stream grid are 200. Candidates can get 120 points for self-declared factors such as Experience & Ownership, Net Worth, Investment, etc. Another 80 points are given for the business concept. British Columbia issued 6,265 invitations this year, including up to 64 entrepreneurs.

Ontario issued invitations under the three OINP streams
On August 1, 2023, the Government of Ontario invited candidates through three Ontario Immigration Nominee Program (OINP) streams. The province issued 755 invitations to apply (ITAs) for the Masters Graduate stream and 84 ITAs for the PhD Graduate Stream. The minimum scores for these draws were 48 points and 39 points, respectively. In addition, the province invited one candidate in the targeted draw for the federal Economic Mobility Pathways Project under the OINP’s Foreign Worker stream. So far, Ontario has issued invitations to 22,953 candidates under all streams in 2023.

British Columbia invited under 200 skilled candidates and tech professionals under the BCPNP
On August 1, 2023, British Columbia issued new invitations in the Skilled Worker – International Graduate categories of the British Columbia Provincial Nominee Program (BCPNP). In the Tech-targeted draw, BC issued 132 invitations with a minimum score of 88 points. In the Childcare-targeted draw for early childhood educators (NOC 42202), the province invited 39 candidates who scored 60 points. In the Healthcare-targeted draw, the province issued 23 invitations. Additionally, fewer than five invitations have been issued for other priority occupations (NOCs 31103, 32104). The province invited up to 199 candidates with a score of 60-88 points. Including this draw, in 2023, British Columbia has already issued 6,265 invitations.
