Canada updated instructions regarding the refusal to process work permit applications for caregivers
On April 22, 2022, the Government of Canada updated the Ministerial Instructions (MIs), allowing officers to refuse to process overseas caregivers’ work permit applications received under the Temporary Foreign Worker Program (TFWP). The revised instructions clarify that the refusal to process work permit applications for NOC 4411 and 4412 occupations – home child care workers and home support workers includes applications submitted at the port of entry. In addition, they will prevent foreign nationals from obtaining a new caregiver work permit under the TFWP if they are not authorized to work or study in Canada.

Ottawa will resume Express Entry draws in early July
On April 22, 2022, Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada (IRCC), announced the Government’s plans to resume Express Entry draws in early July. As a result of the temporary pause, Canada has diminished more than half of the federal high-skilled processing inventory, from 111,900 people in September 2021 to just 48,000 people by March 2022. According to the announcement, the inventory will be further reduced by July 2022 to help the Government return to the service standards.

Manitoba issued 303 invitations in draw #144
On April 22, 2022, Manitoba held a new invitation round in the Manitoba Provincial Nominee Program (MPNP). In round #144, MPNP issued 201 Letters of Advice to Apply (LAA) in the Skilled Workers in Manitoba stream. The minimum score to get the LAA in this category was 707 points, 32 points fewer compared to the previous draw. In the Skilled Workers Overseas stream, Manitoba issued 61 LAAs. The lowest score in the SWO category was 708 points, 25 points more than in the previous round. In addition, Manitoba invited 41 candidates in the International Education Category. In total, Manitoba issued LAAs to 303 candidates, including 46 Express Entry candidates. MPNP has invited 2,253 candidates in 2022, and 452 of them received invitations in the Express Entry.

Prince Edward Island issued 141 invitations in April 2022
On April 21, 2022, Prince Edward Island conducted a new invitation round in the Prince Edward Island Provincial Nominee Program (PEI PNP). In the fourth round of the year, the province issued 130 invitations to apply to skilled workers in the Labour Impact and Express Entry streams. PEI also invited 11 candidates to the Business Work Permit Entrepreneurs stream. The lowest score for business candidates was 67 points, 5 points more than it was in the March draw. In 2021, Prince Edward Island issued 1,854 invitations, including 157 invitations to business candidates. This year, PEI invited 537 candidates. The next PEI PNP draw is scheduled for May 19, 2022.

Canada invited 2,004 candidates under the International Experience Canada
Over the last week, the Immigration, Refugees and Citizenship Canada (IRCC) held new draws in the pools of International Experience Canada (IEC). From April 18 to April 24, Canada invited 2,004 young foreigners to apply for an IEC open work permit. As of April 22, there are 23,740 candidates registered in the pool, waiting for the invitation. In this round, there were 146 ITAs for Australia, 21 ITAs for Belgium, 6 ITAs for Chile, 3 ITAs for Costa Rica, 2 ITAs for Croatia, 14 ITAs for Denmark, 946 ITAs for France, 12 ITAs for Greece, 27 ITAs for Hong Kong, 54 ITAs for Italy, 130 ITAs for Japan, 363 ITAs for South Korea, 1 ITA for Luxembourg, 64 ITAs for New Zealand, 4 ITAs for Norway, 16 ITAs for Portugal, 128 ITAs for Spain, 7 ITAs for Sweden, 5 ITAs for Switzerland, and 55 ITAs for Taiwan. In 2022, Canada issued 66,388 ITAs under the IEC Program.
