Canada issued 783 invitations for the International Experience Canada candidates
Over the last week, Canada held new draws in the pools of the International Experience Canada (IEC) program. From April 12 to April 16, Immigration, Refugees, and Citizenship Canada (IRCC) issued 738 Invitations to Apply (ITA) for an IEC open work permit. As of April 16, there are 15,135 candidates registered in the pool, waiting for the invitation. In this round, there were 12 ITAs for Australia, 1 ITA for Belgium, 132 ITAs for Chile, 3 ITAs for Costa Rica, 3 ITAs for Croatia, 43 ITAs for the Czech Republic, 192 ITAs for France, 17 ITAs for Greece, 77 ITAs for Hong Kong, 125 ITAs for Ireland, 3 ITAs for Italy, 12 ITAs for Japan, 38 ITAs for South Korea, 10 ITAs for the Netherlands, 1 ITA for New Zealand, 2 ITAs for Norway, 10 ITAs for Portugal, 15 ITAs for Slovakia, 16 ITAs for Spain, 1 ITA for Sweden, 4 ITAs for Switzerland, 12 ITAs for Taiwan, and 54 ITAs for the United Kingdom. In total, Canada issued 5,036 ITAs under the IEC in 2021.

ESDC updated the average processing times for LMIA applications
On April 9, 2021, Employment and Social Development Canada (ESDC) has updated the processing times for the Labour Market Impact Assessment (LMIA) applications under various streams. Based on statistics from different processing centres, the current average LMIA processing times have slightly reduced for agricultural streams and high-wage stream, while for low-wage applications it has increased by one day compared to the previous update:
- Global Talent Stream – 13 business days
- Agricultural stream – 17 business days (4 days less)
- Seasonal Agricultural Worker Program – 11 business days (3 days less)
- Permanent residence stream – 21 business days
- In-home caregivers – 15 business days
- High-wage stream – 29 business days (3 days less)
- Low-wage stream – 34 business days (1 day more)

Quebec is losing to Canada the competition for immigrants
Following the launch of the new immigration programs for in-Canada temporary residents, the Federal Minister of Immigration Marco Mendicino called on Quebec to emulate Ottawa. However, the Minister of Immigration, Francization and Integration (MIFI), Nadine Girault, declined the recommendation. It is estimated that there are still 25,000 files awaiting permanent residence in Quebec; for the most part, these foreigners are already in the country. Despite these files that have dragged on for years, the federal government did not admit enough permanent residents in 2020 to Quebec to meet Quebec’s immigration threshold set between 43,000 and 44,500. More than 12,000 potential Quebec immigrants are missing. Currently, the inexcusable delays of 27 months, according to IRCC data, and 13 months, according to the MIFI, have widened to obtain permanent resident status in Quebec. Such a gap is unjustifiable. Having that in mind, Quebec immigrants may turn to other Canadian provinces, especially due to the increasing number of programs targeting Francophone immigrants outside Quebec.
