Manitoba invited 89 Ukrainian candidates under the MPNP
On December 29, 2023, the Government of Manitoba held the 21st draw for Ukrainian candidates. The province invited 89 candidates through the Manitoba Provincial Nominee Program (MPNP) in this draw. To be eligible, applicants must be Ukrainian citizens, have a minimum of CLB 4 in each language band, have connections to the province (close relative, community ties, previous employment, or studies in Manitoba), and score at least 60 points in the EOI registration points-grid, and possess a valid language test in one of the official languages. In total, the province invited 16,306 candidates in 2023, including 501 Ukrainian nationals.

Foreign investors to Quebec to receive open work permits
Beginning on January 1, 2024, a new agreement between Canada and Quebec came into effect. This agreement posits a new framework for immigration and work permits and indicates that selected investor candidates who receive a Quebec notice of intent to select letter – a critical document in the immigration process, will become eligible to apply for an open work permit. This permit is categorized under the administrative code T10, a classification that allows for greater freedom and flexibility for the permit holder. This new agreement signifies a major shift in policy and opens new opportunities for prospective immigrants.

Reviewing Canada’s Express Entry system for 2023
In 2023, Canada’s Express Entry application management system underwent significant transformations. Throughout the year’s first half, Express Entry maintained several patterns established in 2022, resuming draws after an 18-month hiatus. These draws encompassed various formats, including all-program draws, Provincial Nominee Program-only draws, and, on one occasion, the draw exclusively for Federal Skilled Workers. May marked the introduction of six new categories for Express Entry draws by the Immigration, Refugees, and Citizenship Canada (IRCC). This change allowed targeted draws for specific occupations like healthcare, STEM, transport, etc., to address labour market needs. Its success is yet to be determined, but the variety of draws significantly increased, with the first targeting 500 healthcare workers. The Canadian Government invited candidates under a total of 82 NOC codes in five categories (healthcare, STEM, trades, transport, agriculture and food) through occupation-specific draws and introduced targeted draws for French-speaking candidates.
