The Immigration Minister announced the National Settlement and Resettlement Funding
On November 14, 2023, Marc Miller, Minister of Immigration, launched a funding call for proposals for settlement and resettlement service providers across Canada, outside Quebec. The five-year funding will support services to newcomers, emphasizing truth and reconciliation objectives, a Francophone integration pathway, and enhanced support for racialized, 2SLGBTQI+ and other underrepresented communities. It will leverage technology and partnerships for efficient, high-quality service delivery. These organizations help newcomers with language training, job search, and building connections, facilitating their integration into Canadian society.

Ottawa continues measures under the Temporary Foreign Worker Program
The Canadian Government continues adapting to current labour market conditions, enabling companies in certain sectors to increase staff numbers while offering lower wages. This move, designed to bolster employers amidst current economic challenges, extends a measure allowing a significant number of temporary foreign workers to be hired through the Temporary Foreign Worker Program, effective until next year. This program enables employers to fill up to 30% of their workforce with low-wage roles in food, wood product and furniture manufacturing, accommodation and food services, construction, hospitals, and nursing and residential care facilities. These low-wage positions can be held for up to two years. Initially due to end on October 30, this program has been extended until August 30, 2024.

The Canadian Government will review the Immigration and Refugee Protection Act
Immigration Refugees and Citizenship Canada (IRCC) plans to review the Immigration and Refugee Protection Act (IRPA) as part of the new Strategy: An Immigration System for Canada’s Future. The Strategy indicates forthcoming changes to improve processing and create a comprehensive immigration approach. This will be achieved through three pillars: enhancing the newcomer experience, aligning immigration with labour market needs, and developing a coordinated growth plan. The potential changes to IRPA fall under bettering the immigration experience, focusing on creating a modern, efficient, fair, transparent, predictable, and timely system. IRCC highlights the need for legislative amendments or reform to IRPA, which has yet to be extensively examined since its introduction in 2002.
