IRCC amended the International Student Program to protect international students

On October 27, 2023, Canada’s Immigration Minister, Marc Miller, announced plans to strengthen the International Student Program. From December 1, 2023, learning institutions must confirm each applicant’s acceptance directly with Immigration, Refugees and Citizenship Canada (IRCC), preventing acceptance letter fraud and ensuring study permits are issued based on genuine acceptance letters. For fall 2024, a “recognized institution” framework will be implemented, offering priority study permit processing to institutions providing superior services for international students. Additionally, IRCC will reform the Post-Graduation Work Permit Program to better align with Canadian labour market needs and immigration goals.

Job availability in Canada hits a two-year low

Canada saw its lowest level of job vacancies in over two years in August, according to Statistics Canada. There were 682,400 vacancies, a drop from 697,900 in July. The most considerable declines were in manufacturing, information and cultural industries, agriculture, forestry, fishing, and hunting. Increases in finance and insurance and management of companies and enterprises partially offset these. Compared to last year, there were fewer job vacancies in 17 out of 20 sectors, with the retail industry experiencing the most significant drop.

Spousal sponsorships experienced a decrease in August after maintaining consistency for two months

Canada’s spousal sponsorship program saw a 22.7% drop in monthly arrivals in August after steady numbers in June and July. According to Immigration, Refugees and Citizenship Canada (IRCC), the number of arrivals dipped from 6,230 to 4,815. Despite this, by August’s end, 54,835 new permanent residents had arrived through the program, a 19.3% increase from the first eight months of 2022. If current trends persist, Canada could welcome 82,252 new permanent residents through spousal sponsorships this year, nearly meeting Ottawa’s target of 84,000. Ontario reported the highest number of arrivals, with 28,810 spouses settling there in the first eight months.

Canada closed the International Experience Canada program for 2023

On October 27, 2023, the Government of Canada announced that Immigration, Refugees and Citizenship Canada (IRCC) closed the 2023 season of the International Experience Canada (IEC) program. Those who received an invitation to apply (ITA) will be able to complete and submit their work permit applications. Profiles of those who have not received an ITA for the 2023 IEC season will be removed from the IEC pool. Those applicants can create a new profile when the pools reopen for the 2024 season.
