Manitoba invited new candidates through the MPNP
On August 24, 2023, Manitoba held a new invitation round in the Manitoba Provincial Nominee Program (MPNP). In round #190, the MPNP held a new occupation-specific candidate selection under the Skilled Workers in Manitoba (SWM) stream and invited 256 applicants who scored 612 points and above. Manitoba also issued 250 LAAs in the regular SWM draw. The minimum score for the LAA in this category was 646 points, 1 point fewer than the previous draw. In the Skilled Workers Overseas stream, MPNP issued 54 LAAs to candidates invited under the Strategic Recruitment Initiative. The lowest score in the SWO category was 724 points, 16 points more than in the previous draw. In addition, 63 invitations were issued in the International Education Stream. Manitoba has issued LAAs to 623 candidates, including 178 Express Entry candidates for this round. In 2023, MPNP invited 10,301 candidates, and 2,687 of them received invitations in the Express Entry.

Canada published new data on immigration inventories and backlogs
On August 24, 2023, Immigration, Refugees and Citizenship Canada (IRCC) updated the data on immigration inventories and backlogs. According to the last update, there were 2,274,600 applications for permanent residence, temporary residence, and citizenship approvals in all IRCC inventories. According to the update, 35.2% of applications in the inventory exceeded service standards. IRCC aims to process 80% of applications within their service standard, though some complex cases may require a comprehensive assessment. Currently, 33% of temporary residence requests – including ones for visiting, studying, or working abroad and 46% of permanent residency applications are in backlog. Additionally, 23% of citizenship applications are also exceeding service standards.

IRCC will modernize the International Student Program
Immigration, Refugees and Citizenship Canada (IRCC) will modernize its International Student Program by implementing a Trusted Institution Framework by 2024. This framework will create a two-tiered structure with post-secondary institutions being assessed against criteria to show that they are reliable partners. Institutions that meet the requirements will receive benefits such as expedited application processing. DLIs must provide additional data to the government, including retention rates, on-time program completion rates, revenues from international tuitions, institutional spending on international student support services, housing availability, and teacher-student ratios. The government will establish the initial Trusted Institution destinations in the spring of 2024 and may consider caps on the number of international students due to rapid growth in application volumes.

Yukon celebrates Ukraine’s Independence Day
On August 24, 2023, Yukon’s Premier Ranj Pillai issued a statement in recognition of Ukrainian Independence Day. Ukraine has been struggling for true freedom since the Russian invasion. This unjust war has caused immense suffering for the Ukrainian people and stripped the country of sovereignty and democratic values. He highlighted how the Ukrainian people inspire the world with their dedication to defending democracy. On Ukraine’s Independence Day, Canada and the Yukon celebrate the Ukrainian people’s unique culture, language, and self-identity and stand with them in solidarity.
