Manitoba invited 540 skilled candidates under the MPNP
On July 13, 2023, Manitoba held a new invitation round in the Manitoba Provincial Nominee Program (MPNP). In round #185, the MPNP held a new occupation-specific candidate selection under the Skilled Workers in Manitoba (SWM) stream and invited 205 applicants who scored 604 points and above. Manitoba also issued 237 LAAs in the regular SWM draw. The minimum score for the LAA in this category was 661 points, one point fewer than the previous draw. In the Skilled Workers Overseas stream, MPNP issued 41 LAAs to candidates invited under the Strategic Recruitment Initiative. The lowest score in the SWO category was 774 points, 57 points more than in the previous draw. In addition, 57 invitations were issued in the International Education Stream. Manitoba has issued LAAs to 540 candidates, including 77 Express Entry candidates for this round. In 2023, MPNP invited 7,838 candidates, and 2,020 of them received invitations in the Express Entry.

Canada’s premiers seek greater immigration control similar to Quebec
Provincial leaders in Canada recently convened to discuss immigration priorities. They pinpointed three critical areas of concern: building a strong labour force, improving healthcare, and addressing housing needs. The Premiers also called on the Federal Government to support their efforts in addressing skills gaps via immigration and to increase the role of provinces and territories in the Temporary Foreign Worker Program. They are also advocating for agreements similar to the Canada-Quebec Accord to be established with the provinces, giving them complete control over their immigration levels and the selection of all economic immigrants.

Temporary foreign workers with high-paying jobs in their home country out-earn other immigrants in Canada
A recent study in the Journal of International Migration and Integration shows that temporary foreign workers who secure high-paying jobs before immigrating to Canada tend to have higher incomes once they obtain permanent residency. The study, “The Effect of Pre‑immigration Canadian Work Experience on the Returns to Human Capital Among Immigrants,” analyzed data from principal economic applicants admitted to Canada between 2000 and 2015. The results indicate that economic immigrants with high pre-immigration Canadian earnings had significantly higher economic returns to education and foreign work experience than those with low pre-immigration Canadian earnings or no pre-immigration Canadian work experience.

How Express Entry draws have changed since the introduction of the occupation-specific draws
Canada Express Entry draws have changed with the introduction of occupation-specific draws, which began with 500 invitations for healthcare workers on June 28. Immigration, Refugees and Citizenship Canada (IRCC) has issued 10,100 invitations since then, with only 1,500 through all-program draws. The other invitations included 6,100 for Francophone candidates, 2,000 for healthcare workers, and 500 for candidates in STEM occupations. Previously, most invitations were issued through all-program draws. IRCC conducted all-program draws every two weeks with the occasional program-specific draw. The CRS score has risen into the 500s with the reduced frequency of all-programs draws.
