OINP invited new candidates under the Human Capital Priorities Stream

On March 9, 2023, the Ontario Immigrant Nominee Program (OINP) conducted a new invitation draw under the Human Capital Priorities Stream. In the healthcare draw, the OINP issued 822 targeted Notifications of Interest (NOIs) to candidates with work experience in one of the in-demand occupations. Those candidates’ CRS Express Entry score was relatively low – between 469-489 points. The OINP invited candidates under 42 national occupational codes (NOC) in this draw. In 2023, Ontario issued 7,596 invitations under all streams of OINP, including 2,724 candidates under the Human Capital Priorities Stream.

Quebec issued over 1,000 invitations in the new Arrima draw

On March 9, 2023, the Quebec Ministry of Immigration (MIFI) published the results of the 42nd invitation round in Quebec’s online system Arrima. On March 2, 2023, MIFI invited 1,017 candidates to apply for a Quebec Selection Certificate under the Quebec Skilled Worker Program. Candidates invited in this round had a minimum score of 589 and a valid job offer outside the territory of the Montreal Metropolitan Community. This year, MIFI issued 3,039 invitations. Since the launch of Arrima in July 2019, the Government of Quebec invited 16,356 foreign nationals in 42 draws to apply for immigration to Quebec.

Canada announced a new permanent residence pathway for Afghan refugees and their families

On March 9, 2023, the Government of Canada announced a new permanent residence pathway for Afghan extended family members of former language and cultural advisors who helped Canada in Afghanistan. The application process is open for the mentioned Afghan nationals under a new temporary public policy. To be eligible, candidates must have been employed by National Defence in Afghanistan between 2001 and 2021 and currently live in Canada, as the declaration confirming their residence is part of the application process. In addition, all eligible applicants must meet security, criminality, and medical admissibility requirements.

Provincial immigration ministers discuss key issues of the Canadian immigration system

On March 9 and 10, 2023, the Government of Canada held the Forum of Ministers Responsible for Immigration to discuss several critical issues with Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada (IRCC). One of the main discussion points is Canada’s sustained commitment to Ukraine, the duration of a one-time federal fiscal assistance payment for recently arrived Ukrainians, and the Federal Government’s stance on Canada-Ukraine authorization for emergency travel (CUAET) visas which will no longer be accepting applications from March 31, 2023. In addition, the provincial immigration ministers discuss the importance of increased immigration spaces and provincial-federal collaboration, support for Roxham Road asylum seekers, and staffing issues.
