New Brunswick moved to Level 2 of Winter Plan

On December 27, 2021, the Government of New Brunswick announced that the province has moved into Level 2 of the Winter Plan as of December 27, 11:59 p.m., due to the continued high number of cases of Omicron variant. Public Health reported 438 recoveries and 639 new cases of COVID-19 in the province, as well as confirmed 147 cases of the Omicron variant. All travellers are advised to follow public health measures when in New Brunswick. Those arriving by air will be provided with a rapid test kit. Unvaccinated or partially vaccinated travellers entering the province will have to isolate and get tested on day 10. International travellers must follow federal testing and isolation requirements and get tested on day 5 as well as day 10.

Federal Court found a Refugee Protection Division member biased while working in Hong Kong

On December 8, 2021, the Federal Court of Canada found out that a Refugee Protection Division member who has been working from 2010 to 2012 in the Executive Branch of the Hong Kong special administrative region demonstrated a reasonable apprehension of bias in hearing the refugee claim of a Hong Kong Umbrella Movement participant. The applicant’s application rejected by the Refugee Appeal Division (RAD) member will be sent back to the RAD to be processed and determined by a different member.

Canada introduced border testing results for 2021

On December 24, 2021, the Government of Canada introduced summary data about travellers and testing at the state borders. According to the report, from February 21 to July 4, 2021, the border testing results showed an overall positive percentage differing between 0.3%-1.5%. From July 5 to December 11, 2021, for partially or unvaccinated travellers, the positive testing percentage has differed between 0.66%-1.2%. for fully vaccinated travellers, the border testing results for the same period fluctuated between 0.16%-0.31%. Since August 9, 2021, the testing regime for fully vaccinated travellers has been changed to be randomly selected on arrival, the test numbers for vaccinated travellers significantly decreased since August 9.
