IRCC held a PNP-targeted Express Entry draw #209
On November 10, 2021, Immigration, Refugees and Citizenship Canada (IRCC) issued 775 Invitations to Apply (ITA) to candidates under the Provincial Nominee Program (PNP) in the new PNP-targeted draw. In round #209, the cut-off score was 685 points, 59 points fewer compared to the previous PNP draw. The tie-breaking rule for this round was August 12, 2021, at 20:05:46 UTC. As of November 8, 2021, there are 186,522 profiles registered in the Express Entry pool, 748 more compared to the previous update. In total, in 2021, Canada issued 112,040 ITAs through Express Entry.

Ontario updated application processing times in the OINP
On November 10, 2021, Ontario has updated the average processing time in the Ontario Immigrant Nominee Program (OINP). As of now, the processing time in Ontario’s Express Entry French-Speaking Skilled Worker Stream, Express Entry Human Capital Priorities Stream, Express Entry Skilled Trades Stream, Ontario’s Master Graduates Stream and Ph.D. Graduates Stream, Employer Job Offer Foreign Worker, Employer Job Offer International Student Stream, and Employer Job Offer: In-Demand Skills Stream is 30-60 days. The Expression of Interest (EOI) Assessment in the Entrepreneur Stream still requires less than 30 days, while the application processing depends on the complexity of the business nomination application.

Manitoba nominated 409 candidates in October 2021
On November 10, 2021, the Manitoba Provincial Nominee Program (MPNP) published new nomination issuance statistics. In October 2021, the province nominated 409 skilled workers and approved 4 business concepts. In October, there were 10 refusals in total – 9 skilled workers and 1 business concept. MPNP invited 2,246 skilled workers and 4 business concepts. This month, Manitoba received 1,236 applications from skilled workers and 1 application from a business candidate. Currently, the province is assessing 664 applications, and the other 1,571 applications are pending assessment. Additionally, Manitoba nominated 165 Express Entry candidates.

Ontario nominated 8,600 candidates in the OINP in 2021
On November 10, 2021, the province of Ontario released a new update on the issuance of nomination certificates under the Ontario Immigrant Nominee Program (OINP). From January 1 to November 10, OINP has issued nominations to 8,600 foreign nationals, reaching the annual quota for 2021. Last year, the province invited 16,976 candidates and issued nominations to 8,050 main applicants, including 7,249 spouses and dependent children. In 2021, Immigration, Refugees and Citizenship Canada (IRCC) allocated 8,350 spots to Ontario, as well as extra 250 nominations for temporary foreign workers in intermediate skilled occupations (NOC C).

Ottawa updated the pilot for the letter of introduction holders
On November 10, 2021, the Government of Canada introduced a COVID-19 program delivery update for applicants who are in Canada with a letter of introduction (LOI) after approval of a study or work permit application processed outside of Canada. Foreign nationals who are in Canada with temporary resident status but have received an LOI on their study or work permit application, or under International Experience Canada (IEC) may request the examination and document issuance from within Canada. These applicants are not allowed to leave and re-enter Canada to present their LOI for examination. According to the new update, the pilot process for the examination and issuance of documents required under section A11 has been extended from March 31, 2021, until November 22, 2021.
