IRCC moved all economic immigration application to online

On April 8, 2021, Immigration, Refugees and Citizenship Canada (IRCC) announced a major change in permanent residence application submissions. All paper-based economic immigration applications can now be submitted online via the IRCC portal. This update includes PR applications in the Non-Express Entry Provincial Nominee Program streams, Rural and Northern Immigration Pilot, Agri-Food Immigration Pilot, Atlantic Immigration Pilot, and all Quebec economic programs such as Quebec Selected Investor Program, Quebec Entrepreneur Program, and Quebec Self-Employed Persons Program. In addition, IRCC updated the terminology used in the departmental documents and guides removing the term “paper-based” applications under the Provincial Nominee Program to “non-Express Entry” applications under the Provincial Nominee Program. Those applications will now be called base nominations, while Express Entry PNPs will be called enhanced nominations. This means that almost all economic immigration applications have been digitalized.

OINP issued 2,874 nomination certificates in 2021

On April 8, 2021, the government of Ontario posted a new update on the issuance of nomination certificates in the framework of the Ontario Immigrant Nominee Program (OINP). To date, Ontario nominated 2,874 candidates, 613 certificates of nomination more compared to the previous update on March 17. In 2020, Ontario invited 16,976 candidates and nominated 8,050 foreign nationals, including 7,249 spouses and dependent children. The quota for 2021 will be available once published by the federal government.

Saskatchewan issued 279 ITAs in the SINP

On April 8, 2021, Saskatchewan conducted a new round of invitations in the Saskatchewan Immigrant Nominee Program (SINP). SINP issued 279 invitations to apply (ITAs) for the provincial nomination. In the Express Entry category, Saskatchewan issued 146 ITAs. Another 133 invitations were issued to the Occupations In-Demand category candidates. The lowest score in both categories was 70 points, the same as in the previous draw. All invited candidates had Educational Credential Assessments. In this draw, Saskatchewan invited candidates in 58 different NOCs. In total, Saskatchewan invited 2,672 candidates in 2021, 1,381 under the Express Entry, and 1,291 under the Occupations In-Demand category.

The immigration department is replacing “implied” status with “maintained” status wording in the program delivery instructions

On April 8, 2021, Immigration, Refugees and Citizenship Canada (IRCC) announced changes in the terminology used in the program delivery instructions. IRCC has used the term “implied” status to specify that the applicant’s status is extended until the decision on the new status application is not made. However, the interpretation of this status caused multiple confusions, and, therefore, IRCC decided to replace it with “maintained” status to emphasize the legal nature of the carried status.

IRCC to modify instructions for temporary resident permit (TRP) for victims of family violence

On April 8, 2021, Immigration, Refugees and Citizenship Canada (IRCC) published and updated the instructions for Temporary Resident Permits (TRPs) regulations for victims of family violence. Applicants or their designates can now send a family violence TRP application to the closest local IRCC office by mail. Earlier such applications were processed only in the Case Processing Centre in Edmonton. The new procedure may improve the processing of these urgent cases. IRCC also updated instructions for officers regarding assessing TRP eligibility when PR applications have not yet been submitted.
